Rolf Sartorius
Founder & CEO
Rolf Sartorius is the Founder and CEO of Saipion, where he leads the development of a new class of software for “predictive governance”—helping governments, foundations, and development institutions design, manage, and deliver programs with stronger, measurable outcomes.
Rolf brings more than three decades of global experience in public sector performance, evaluation, and large-scale program design to U.S. federal government and international programs. Over his career, he has advised on thousands of programs across more than 120 countries, helping shape over $30 billion in public sector investments. His work has focused on strengthening results-based management systems, advancing the use of evidence in decision-making, and improving outcomes in complex, multi-stakeholder environments.
He is widely recognized for bridging the gap between evidence and implementation—experience that now underpins Saipion’s platform. Prior to founding Saipion, Rolf co-founded and led Social Impact, Inc. a global advisory firm, working with major international institutions, government agencies, and foundations. At Saipion, he is focused on translating decades of field-tested insights into scalable software systems that enable real-time learning, predictive risk detection, and adaptive program management to improve the performance and impact of public sector programs.
Rolf holds an M.A. in Public Policy and a B.A. in Political Science and International Relations, both from the University of Minnesota in Minneapolis.
Ganesh Muniasamy
Founding CTO
Ganesh Muniasamy is the Founding Chief Technology Officer of Saipion, where he leads the company’s engineering organization and the architecture and development of its predictive governance platform, including AI, data, and cloud-native systems.
Ganesh is an enterprise technology executive and software engineering leader with over 18 years of experience building and scaling secure, mission-critical SaaS platforms across public and private sectors. His expertise spans microservices architecture, API-driven systems, DevSecOps, and AI-enabled platforms, with a focus on performance, scalability, and security in regulated environments.
He has led global, distributed engineering teams and vendor ecosystems exceeding 100 personnel, delivering large-scale modernization programs and high-availability platforms. His experience includes architecting cloud-native systems in AWS GovCloud, implementing CI/CD and SRE practices, and establishing enterprise-wide governance frameworks.
Ganesh has also led FedRAMP Moderate authorization efforts and implemented AI governance and security controls required for federal environments. Prior to Saipion, he held senior leadership roles at Grant Thornton and Accenture.
At Saipion, he is building a secure, scalable platform that integrates real-time data, predictive analytics, and adaptive workflows for government and institutional use.
Ganesh holds an MBA, Averett University, and B.S Computer Science, Bharathiyar University, India.

David Apgar
Senior Scientific Advisor
Dr. David Apgar serves as Senior Scientific Advisor to Saipion, where he helps shape the analytical foundations of Civryn, the company’s predictive governance platform — its Bayesian forecasting methods, load-bearing assumption analysis, and early-warning risk detection.
Dr. Apgar is an economist, risk strategist, author, and recognized thought leader in risk intelligence, predictive analytics, and adaptive management. Across a career spanning public policy, financial services, management consulting, and international development, he has helped organizations make better decisions under uncertainty through structured learning, forecasting, and evidence-based management.

His earlier roles include Staff Economist to U.S. Senator Bill Bradley, Senior Policy Advisor to the U.S. Comptroller of the Currency, Vice President at Lehman Brothers, engagement manager at McKinsey & Company, and Managing Director at the Corporate Executive Board. He is best known for pioneering the concept of Risk Intelligence and is the author of Risk Intelligence, Relevance, and Disagreeing despite the Data.
His connection to the Saipion group runs deep. In 2013–2014, he collaborated with Social Impact to explore how predictive analytics, relevance theory, and Bayesian methods could strengthen international development programming — work that helped establish the conceptual foundations of the predictive governance now embodied in Civryn. Building on his GoalScreen predictive performance platform, he advises Saipion on advancing predictive governance and the social accountability of public institutions to the citizens they serve.
Dr. Apgar holds an A.B. from Harvard University, an M.A. from the University of Oxford, and a Ph.D. from the RAND Graduate School.
Dani de García

Dani de García is a strategic leader with nearly 20 years of experience driving social impact across the global development and public sectors. As Chief Program Officer at Social Impact, she directs a portfolio of contracts for clients including the World Bank, the U.S. Department of State, UNICEF, and leading foundations. Her work spans more than 30 countries, with deep expertise in monitoring, evaluation, and learning (MEL); strategic planning; and building the evidence-based frameworks that help foundations and government agencies direct resources where they matter most.

Dani combines strategic vision with hands-on technical acumen, a pairing uniquely suited to harnessing AI for smarter funding decisions. She has consistently championed the integration of data, technology, and innovative methodologies — from digital learning platforms to network analysis — to improve program outcomes and ensure equitable impact. Her leadership track record includes directing multi-million dollar contracts that pilot new MEL approaches, helping institutions design and measure the impact of strategic initiatives, and strengthening the decision-making capacity of ministries, civil society organizations, and donor collaboratives worldwide — consistently turning evidence into more effective development outcomes.
Fluent in English and Spanish, Dani holds an MPA in International Management from the Middlebury Institute of International Studies and a BA from Middlebury College.
Mike Duthie
Advisor
Mike Duthie is a technical innovator and recognized leader with more than 20 years of experience transforming how international development organizations generate, manage, and apply evidence. As Chief Technical Officer at Social Impact, he leads the firm’s technical portfolio and has directed the design and implementation of randomized controlled trials and quasi-experimental evaluations across more than 40 countries — including in the governance sector and in conflict-affected, fragile, and otherwise difficult field environments where rigorous causal evidence is hardest to produce. His evaluations of programs valued up to $300M have informed funding decisions at the Millennium Challenge Corporation, the World Bank, and major foundations.

Mike pairs this methodological rigor with a track record of innovation. He co-leads Social Impact’s AI MEL Platform, a modular, AI-native workspace that helps organizations draft proposals, synthesize evidence, analyze qualitative data, and learn from past projects while preserving data sovereignty and cost transparency. He has also led teams applying machine learning to satellite imagery to track land cover change and identify charcoal kilns, deploying DNA testing of mosquitoes to monitor disease, and streamlining data collection across poverty scorecards and risk screening tools — each translating frontier methods into sharper, faster, more effective development decisions.
Mike holds an MSc in Social Policy from the London School of Economics and a BA in Biology and Psychology from the University of Virginia, with published work on impact evaluation and development research.
Mateusz Pucilowski
Advisor
Mateusz Pucilowski is an applied researcher and operations executive with more than 16 years of experience leading research on public-sector effectiveness and accountability. As Chief Executive Officer of Social Impact, he develops the systems, capabilities, and partnerships that enable the firm to translate evidence into improved lives. Previously, Mateusz served as a Fellow in USAID’s Policy Bureau, where he worked to strengthen evidence systems. He has led dozens of research projects across 20+ countries to inform programming and policy decisions the Millennium Challenge Corporation, the U.S. Department of State, USAID, private-sector clients, and leading foundations.

Mateusz drives innovation in how evidence gets generated, synthesized, and used. He co-leads Social Impact’s AI MEL Platform, where he develops software that integrates LLM API calls into structured research workflows and applies parameterized prompts and reviewer checkpoints to qualitative coding, evidence synthesis, and quality assurance of research deliverables. He brings deep technical management experience, including having led a $30M+ research contract on democratic governance, civic institutions, and accountability that delivered dozens of studies designed for adaptive management. He has championed participatory methods and client feedback systems that surface what administrative data cannot. He has led complex portfolio evaluations assessing programming across multiple countries, instrumented studies with sensor-based measurement, deployed SMS-based national surveys, and overseen remote data collection during the COVID-19 pandemic, Ebola outbreaks, and in active war zones.
Mateusz holds an M.A. in International Development from American University and a B.A. in Political Science from the University of North Carolina at Asheville. He has published peer-reviewed work on evaluation methods and utilization, and has delivered dozens of M&E trainings to staff from multiple federal agencies.
